So no, it is not and oversight, they knew this will happen but instead of using they resources to find a way to allow a ME1 face into ME3 they decided to use them elsewhere and just tell players to create a new face.
And I have serious doubts about a fix.
If that is the case then what the hell were they thinking?

I have four Shepards, all with the same face imported from ME1. Three of them were created from the ME1 import, the other was created from a finished ME2 game of one of the other three Shepards. The first three of them (2 created from the base ME1 Shepard and the other is the one from the completed ME2 run through) have no face codes at all. I tried creating another Shepard using one of those as an import base tonight and still got no code.
However, last week I started my fourth Shepard, again imported from that custom ME1 Shepard. At first I was going to tweak his face but decided against it and went back to my original custom import face. Low and behold this game has a facecode. The only thing I did different was attempt to change the face then backed out of it. I entered this face code into the ME3 demo and it came out pretty damn close, it looks like my Shepard after a long illness.
Not sure if I explained this very well but you get a face code if you import, then go into customise, then back out of it and select your imported Shepard. This code should hopefully reproduce your Shepard in ME3.
I'm probably too late and its already been mentioned, but this thread moves pretty quickly and I'm not wading through it all again. It's also probably blatantly obvious to everyone but me

Actually, now that I read this, the part of what Druss said that I made bold may be the key. I did fiddle with the new custom character option for a moment before ultimately selecting my imported custom face and beginning the game.Druss99 wrote...

Thats what I did to get the code for my shepard. But you have to admit its not up to us to do their work. Soon we will have to answer a servey at the start to know what choices we made.

Renegade Scarring will transition because its stored in a different location than headmorphs. its a ratio between paragon and renegade points, as long as you didnt get the scarring surgury you'll still have your scars.

Damn, I'm pretty sure I didn't do anything else differently. Sorry man, thought I'd found an actual work around that didn't require USB drives or anything. I did start messing about with sliders before I exited out of it, the guy I was creating looked nothing like my original so that makes it even more confusing. We used to have to answer this all the time in the ME2 modding thread.
If you import an ME1 Shep and then go into custom and then back out again all that happens is the creator gives you the face code from whatever custom Shep you looked at. It will never be your ME1 Shep code.
As many people have already suggested you can import and then flip back and forth between the custom screen and your import and try to manually re-create your import. If you're patient you can often get very close but the creator will never give you your ME1 code no matter what you do.

Even though we shouldn't have to remake it. If they could import it into ME2 then there is no reason why they couldn't do it for 3. Its like if bioware announced that they killed of Shepard permanently and you now play as Jacob. That is the level of slap in the face we have recieved.davidshooter wrote...

It's bs we have to jump through hoops to get our ME1 Shepards' faces. I don't want to play ME2 for 20 hours while I could be playing ME3. I don't want to play with a stranger. I want my Shepard.
