Vi's are learning AI's. This is how they can recognize different people, answer questions phrased in hundreds of different ways and think to solve unseen problems. There are Ai's and LAI's. Theoretically speaking LAI's can evolve into AI's with enough exposure and room to grow with that exposure.

Incorrect, VI's are programmed to "mimmic" sentience, AI's are sentient, at least in the Mass Effect universe.

A learning AI doesn't have opinions. They way they're designed to work is simple. They're given X amount of information, then they're taught countless ways to interact with that information and given X amount of freedom in order to interpret information they may not have in order to still fulfil their role. That is what a VI does, is it not?
