If vanguards are charging at phantoms that are still at sniping range, they are bad vanguards.

Good vanguards charge at the phantom that's right nexto to you and at isolated groups of enemies.

Also, this goes both ways: I hate it when my barrier drops and then some infiltrator snipes the enemy I was trying to charge in order to regen...

You always have my back. I know this because frequently while I'm in the middle of a group of enemies, their heads will explode. I always think, "OMG, did I kill them WITH MY MIND?!" but then I smile and remember I have teammates... somewhere. 

In STG you're not considered a profecient Infiltrator until you have made someone think this...
