I haven't been able to come up with much that works well for her.  Beyond just shooting at her, anyway.

Run away until you find the Asari adept, human vanguard, or Krogan soldier on your team then sit back and watch them do it.

run away, leaving a trail of flamethrower turrets behind you. If you didn't spec your turret for flamethrower, you done goofed.

Don't you have overload or something like that?

Human engineer with both chain overloads can handle phantoms, and anything else short of an atlas. (Or that ridiculous shield that the ridiculous Guardian carries)

OP said quarian engineer. Quarians don't have overload.

No choice than to kite it. Flamethrower turret, and cryo/incinerate and Carnifex to the head while backtracking.

Quarian Engineers don't have Overload, Kilshrek.

If you see it far enough ahead of time you can set your turret at it for distraction and just try to load it with bullets. If it sneaks up on you though, all you can do is this.

Reduce Phantoms shield with tempest fire, return to cover to avoid Phantom hand-weapon, and / or give ground to avoid Phantoms sword attack. Hit with Incinerate / Cyro-blast, or flame turret once shield gone.

Best is for Engineers to attack Phantoms with a squad mate at the same time.
This reduces Phantom's shields quicker and is much more likely to result in a completed kill.
Otherwise the Phantom will attempt to cloak, retreat, and return to stab you in the back.

Throw down a flame turret at its feet, then cryo blast it as you are getting behind over.

9 times out of ten, the phantom will turn to kill your turret, letting you get in a free, juicy 200% damage incinerate.

Repeat.

I ran into a point where I had to solo a Phantom with my Quarian Engineer on Bronze. I used the turret to distract her and riddled her with bullets from the Avenger and incinerate/Cryo blast until she died.

I think Cryo Blast has a slowdown movement effect to it, so even if it doesn't freeze her it will still slow her down enough to get in precious amounts of fire before she gets close enough to kill you.

I don't have much experience with the quarian engineeer but my tactic would be as following:
Distract her with the sentry turret and do whatever you can to take down that barrier of hers, even heavy melee if you must, you can get away with it with the right timing.
Once the barrier is down just freeze her and she is as good as dead.

No need to runaway... hopefully you have a flamethrower turret, if so throw it in-between you and the phantom but closer to you. Take cover and shoot at the phantom, whether it runs at you or shoots from cover you should be able to kill it quickly (less than 8 seconds) between the flamethrower and your gun. Phantoms don't usually melee when taking damage, so the turret should have you covered in that regard. I would Incinerate over Cryo, since Cryo doesn't freeze them that much while Incinerate hurts them and pushes them back a little. Really, Cryo + Incinerate would be best if you have the 100% damage perk when they're mixed.

Cryo Blast, drop Sentry Turret with flamethrower and book it back to your teammates and run around in front of them until they help you.

At least, that's what I'd do. Had it been a salarian Infiltrator, it had been a different story.

Yeah, Cryo will still snare and can be specced to increase damage on chilled targets, so that'll slow her enough to let you line up head shots with a heavy pistol or riddle her with a Tempest.

easy if you use a sentry turret that is evolved get the armor peicing then shock to stun it and flamthrower to make it sheild go down fast
thats how i beat them  get there shield down then cryo them and empty you clip into them and or run to the other teammates

I've never actually had a cryo blast freeze an unshielded phantom solid. Is there any particular reason for this? I've seen a soldier's concussive shot and an adept's shockwave knock her on her arse, and stasis completely ignores her barriers too, so why does cryo not freeze her solid?

Failing that, chuck drones, cryo to slow/make vulnerable to fire, and back-peddle rapidly whilst shooting/incinerating. I've just started carrying the scimitar X for just such occasions.

Shouldn't let her get close. Anyway, cryo blast, then throw down a maxed out flamerthrower turret, then back off to a safe distance and shot her in the head repeatedly with the most powerful weapon you have, preferably a carnifex or a widow.

widow is an absolutely atrocious weapon for any power-based class

use the carnifex, and lacking that, a predator or phalanx
