You aim for the open slot in their shield. If the Guardian is knocked back, that means you missed and need to better refine your aim.
It's as simple as that.If the Guardian is being moved around by someone, which unfortunately happens sometimes, then I'll fire at their shoulder.
If they're moving then you might have to aim where they're going to be instead of where they are. At least that's what it seems like the problem is from what you've described.ZombieGambit wrote...

You can use Pull on them too. It rips the shield from there grips and free you up for a easy head shot!
