Does the digital deluxe edition on Origin (spits) have the from ashes DLC character and in game stuff? I dont care about art books and patches etc but in game items id like if possible.

Yes it does. The DDE is simply a digital version of the Collector's Edition. The in-game content is identical.

No, they don't have to honour it by law.
But as it isn't a ridiculous price, Amazon are usually pretty good with honouring stuff like that, so there's a good chance.

Actually, no... legally, they don't have to honour an incorrect price, but the thing with Amazon is that they often will, since they're big and powerful enough to swallow the few quid they'd lose, in order to keep the sale.Minimooo wrote...
