I would advise against trying complete quests for both harrowmont's side and bhelen's side.
I've hit a point where Dulin wants me to find out what Bhelen wants and Vartag wants me to find out what Harrowmont wants.
Speaking with either at this point results in:

'have you fount out what_______wants you to do?'

'I have havn't spoken with him yet'

There seems to be no way in which to continue this quest line and with out a save some time prior to this i'm forced to restart.

Not a nerd rage (thou admittedly i'm not best pleased with the predicament), merely a cautionary tale to others.

It's a pretty well known bug, they have aknowledged it and are working on a fix.
