i just finished my third playthrough and i only reached lvl 58, im wondering if i reach 60 during my fourth playthrough of the story before i finish the it, will all me decision i made from my previous playthrough count? for exampel if let Wrex live in my third playthrough but i haven't reached that part of the story in my fourth, will that event be randomized when i transfer it to me2 or will my third playthrough option count?

Your level has no bearing on what decisions are carried over, onlly what decisions you have completed for that playthrough. The only thing level does is give you a XP boost at the beginning of the game.
I believe it counts the decisions from your current playthrough for the save you choose to import. Any decisions you have not made yet will be set to the "Default/canon" choice, I would have to look it up but I believe the default is something like Wrex dies-> same gender human squademate dies on virmire-> Council dies.
You could always just import a save forma completed playthrough with the decisions you like.
Alternatively there are websites where people post completed playthroughs that others can use to import if they dont have time to run through me1 all over again.
But to re-iterate, I believe the game only counts the decisions from the current playthrough of the save you import, your level is seperate.

thanks for the info, so it seems like i have to play the story again since i dont want to risk my choices to chans or "default".

you could just take the most recent save from your previous play through if that has the decisions you want.
The only difference level makes is you start me2 a few levels higher.

though there is a big difference between the bonuses of a 58 and 60 and so far im only 59, 50k resources vs 5k resources in me2 (heard that its good to have)

First, make sure you have a save in ME1 that reached the end of the game and had the credits roll. Next, pop in ME2 for the same platform as your ME1 save (saves don't work across consoles, obviously). At the main menu, pick New Game and then choose "Import ME1 Character", and select the profile you want to Import.
