Going to explain the spoiler...
Turns out the Asari Goddess was actually a Prothean who left them with the technology to break the cycle, however instead of doing this they simply replicated the technology thus becoming the first space-faring race and controling the path of development of other species to prevent them exceeding Asari knowledge. That why council laws preventing examining keepers, mass relays etc exist. So indirectly the Asari are responsible for the poor state of the universe in ME3.
