Help would be appreciated.

You can't download the on-site patch here if you have the steam version. It won't work. You'll have to see if Steam is carying the update -- which, if EA and Steam are still fighting, then I assume that it does not.
The short and long? Steam and EA are in an argument because EA doesn't want to sell their dlc through third party companies any more. So Steam told them to gtfo.

Some people actually like DA2 despite its flaws you know. Honestly some people are blowing the whole "worst game ever thing" way out of proportion.

The effect of the Sunder ability now persists properly when saving and loading the game.
QUESTS (SPOILER WARNING)
When Isabela is present in "Magistrate's Orders", Bethany no longer receives incorrect friendship or rivalry points for resolving Kelder's fate.
In "Magistrate's Orders", Carver now receives +5 frienship if Fenris kills Kelder or +10 friendship if the player does so.
Isabela no longer has a plot marker in the post-game save if the player failed to complete "No Rest for the Wicked".
Aveline's head no longer vibrates in "Finders Keepers" when conversing with the warehouse guard.
FUNCTIONALITY
Players who choose not to log in will no longer be presented with recurring Lost Connection errors.
Certain ambient audio no longer cuts in and out when switching between characters.
DOWNLOADABLE CONTENT - "THE EXILED PRINCE"
Sebastian's plot marker, if present, is now removed when bringing him into other downloadable content.

Players are no longer able to re-use the Memento of Legacy to access the Legacy downloadable content multiple times in a single playthrough.
Players now receive an item reward when completing "Malcolm's Honor" with Carver in the party.
Fixed an issue that was causing close to 200 banter lines between Hawke and the followers not to fire.
Fixed a case where certain follower banter wouldn't appear when playing from a post-game save.
Isabela's romance banter now properly checks to see if the player is still eligible for romance with her.

Well if the Patch 1.05 released for DA:O transform the second installment into the first game I would definitely give it a try. Hence I thought that the next patch for DA:2 will have the number 1.04?
Just in case you're still confused: the PS3 version had a major bug on launch, and the first PS3 patch, 1.01, was specifically created to fix this. Thus the latest patch is 1.04 on the PC/XBox and 1.05 on the PS3.

I understand the war between steam and EA.
But:
1. My 1.03 patch was installed without any problem after downloading from bioware and not for steam, because by then dragonage 2 had been removed from steam
2. The later DLCs like Memento of Legacy and Assasin were both purchased from my account and downloaded from Bioware, AND they all installed perfectly in the steam game.
So, it's not really due to the war between steam and EA maybe.
Anyway, Even if i bought from steam, EA got its money.
I have been buying everything dragonage from the start and from Bioware only.
So why should I not be allowed to play my purchased game?
The patch behaves as I said - problem with patch.
It's hard on me, yes.

Thats weird. I have the Steam version too and have had no problems. The patch automatically downloaded for me perfectly.

Not really. DA2 genuinely was the worst game I've ever played.
hence why I won't stfu about it a year down the line.

Really stumped.
If it's still in Steam, are you able to go into game Properties -> Local Files -> Then click "Verify integrity of game cache"? Steam will check all of your local files against what it has on its servers, and re-download any corrupted files.
Despite the fact that DA2 was removed from Steam, it is still on their servers for downloading, patching and such for anybody who bought it in the past.
