 ... Despite the fact that they have Divine spells? I was playing offline, I had the feats & saves for it, was at level 15 with FS even, but it wouldn't give it to me. I DebugMode'ed more XP, took cleric to level 5 & was able to do it no problem

Neither. You had to be lacking something. 13 Charisma, probably, though I guess you would have noticed if it was that and you played up to level 15.

 Yeah, I just noticed not long before checking your post that CHA is needed by default for FS to gain spell levels, but the PRC pack changed it to WIS, so I used WIS.

I feel like a fool, oh well, figured it out though, thanks

I believe it changed back, check the release notes, I haven't used K's much lately.
