I had a completely unhelpful chat session with tech support about this, so thought I would mention it here for a more applicable answer.
My boyfriend and I share an XBOX 360 console. We each have our own MU's plugged in with our user accounts. We pool our Microsoft Points on his account for game & add-on purchases. We generally have no problem each using the content in this manner.
This morning he purchased three ME2 DLC (Kasumi, Shadow Broker, Overlord) via the XBOX Live Game Marketplace and the DLC showed up as purchased on his game menu. However when I logged in it is not showing as purchased and available.
I originally contacted XBOX Live's support, and they said that the license would not allow me access to the content (even though I explained it's common knowledge that it generally is, and even on their own DRM webpage it explains that there are two licenses granted: one for the user and one for the console). The support staff indicated that different games work different ways. When I asked where I might find information about specific games' license agreements, she said they did not maintain that information and that I would need to contact the game developer...
Which brings me here. The EA support rep was completely unable to understand my question, and said that because it was not purchased on the Origin website that they could not help me. Does ANYONE have any advice? I am the primary player of this game, so if it's not usable for me we've just wasted a good bit of $$.

You've already pointed out how dlc sharing should work on the same console, why XBox Live support stated otherwise is baffling (not that it helps).
Two things spring to mind though be warned this is merely speculation on my part.
(1) Does your MUs also have your Gamertags on them? I.e., you use separate MUs for your Gamertags? I just wonder whether a problem may lie there and speculating about the possibility of the Gamertags being on the same MU.
(2) Have your boyfriend sign in on the other controller while you are logged in. This should grant you access to the dlc but it is only a get-around, which you can continue using indefinitely, and is not really a fix.
