You can wear medium armor and focus on dual wielding and essentially be a warrior who can open locks and fights dirty.

True... despite being a city elf mine was basically a fighter in all but name. Just very heavily dexterity focused.

Dwarf noble would be a nice choice if you'd like to play a cunning rogue, play at politics and ye olde double cross.

IMO City Elf is the best if you want to play a female rogue, even more so if you plan to take the assassin route later on. You've got the whole "living in poverty" angle to nicely rationalize why you pick pockets and fight dirty and have the general rogue attitude, and then in addition to that there's the whole "attempted rape by a corrupt noble" aspect to explain why your character becomes an assassin with a grudge against the nobility.



Dalish Elf is the clear choice if you prefer to go the Ranger route later on, of course.
