Finally!, I can nuke entire colonies I deem as a threat and not get penalized for it, the only reason I should get penalized is if unknowingly one or more of those colony's might have be helpful in the war effort.

Their was a mass effect in my apartment! My jaw hit the floor. ME2 felt retrogressive from ME1, which had a more technical system, this has more of a meta-rpg reputation flavor to it. Very cool.

The amount of paragon and renegade things you do still determines whether you'll be able to use Charm or Intimidate options, but having done enough total stuff means you can still do at least one?

I always hated how a morality system tends to turn into an either-or situation, where choosing one at the start of the game meant you have to keep choosing that one throughout the game if you wanted the 'best' ending.
Dragon Age, in my opinion, did morality the best way. This looks like it's going to be a close second.

This sounds great! No longer punished for actually role playing now and your rewarded even more than before when you spend time to do side quests and interact with characters.

Easily one of the best news about ME3. FINALLY, we will be able to actually make the choices we want/would make without meta-gaming "will this make me have not enough Angel/Devil points to achieve the best result?". I'm so happy, this should've been like this since ME1.
- There’s no penalty for mixing Paragon and Renegade: In Mass Effect 2,
if you wanted to get the hardest Charm options, you had to play an
almost completely Paragon character. We intended many of those Charms to
be fun Easter eggs, but many players felt like they had to play pure
Paragon to avoid being penalized by the loss of a dialog option. In Mass Effect 3,
your Reputation score determines both Charm and Intimidate options, and
that score is determined by adding your Paragon and Renegade scores
together. You’re still rewarded for being a completionist player and
doing as much content as you can, but you can do it as a Paragon or
Renegade player without penalty.- We now have non-flavored Reputation: In Mass Effect 2,
after a mission that didn’t have any major choices, we would give both
Paragon and Renegade points, to show that even without a major decision,
Shepard was more famous and had more influence as a result. This
confused some players and made others angry – people who wanted to play
pure Paragon didn’t like getting rewarded with both Paragon and Renegade
points. In Mass Effect 3, whenever there’s a mission with no major
decision, you will get Reputation points that add to your overall score
but don’t carry a Paragon or Renegade flavor. The bar on your screen
will grow, but the Paragon/Renegade ratio will remain unchanged.
