I played through ME1 with my newest character and he is level 56. If I play him again and he reached level 60 before ending the game, can I bring that character to ME2 and get the full benefits of being lvl 60? Or do I have to finish the game again to have the full benefits?

ME1 creates the import save after the final battle, so you do have to complete the game to get one.

All you get is a bit of extra XP, but there's more than enough in ME2 to max out anyway (and waaaay more than enough with the DLC added in) so I wouldn't bother.

Just use Gibbed Mass Effect Editor.....You could import your ME1 character over to ME2 now at lvl 56, start ME2, create a save, then open the editor and change some settings around.

Edit to add:

This works on PC versions....I'm not certain if Gibbed has anything out there for consoles.
