Infiltrators are fine. They play exactly as intended.
The Soldier dowa not play as intended, however, because their primary power -- Adrenalin Rush -- doesn't carry over properly from SP. Adrenline Rush is supposed to give a time dilation in addition to a damage boost. This is imspossible to do in Co-Op and so the Soldiers are vastly weaker than intended. Adrenaline Rush needs to be fixed for Co-Op
The Soldiers needs to be addressed with buff, and so does the Sentinel's Tech Armor. If these two things were fixed, you would see more players using them.
So, as a result, you are comparing Infilatrator's to the Soldier class, when the Soldier class is broken, and are therefore coming to the conclusion that the Infiltrator is overpowered, which simply isn't the case.

Soldiers, Assault Rifles, and Tech Armor need to be buffed. If these things were buffed there would be an incentive for players to use something other than Adepts and Snipers.
Right now, it just doesn't make sense to use Assault Rifles since the damage is pitiful. There is no incentive to use Tech Armor because the penalties are outrageous.

- stasis; slows by ~90% rather than freezes & guardians no-longer drop their shield.
This would fix the trivial repeat headshotting of a stationary target, and you'd still be able to flank slowed guardians to get the headshot.
- pistols; get rid of scope. replace with.... something
No more light weight, rapid fire sniper rifles.
- reduce cloak duration by ~20%.
No more repositioning the entire length of the map, or completing an entire hack while cloaked.

That's the purpose of the Infiltrator. The entire idea is that you are able to 'infiltrate' enemy positions. It is also the Infiltrator's only strength. Besides, having a cloak time long enough to do either of those things is only really possible on the final level of cloak.
Furthermore, I cannot count the number of times my team made the objective time solely because we had an Infiltrator who was willing to dash off cloaked to an objective the rest of us couldn't reach because there were just too many enemies around.
Some classes have defined roles, and the defined role of the Infiltrator is to set-up shots, and sneak around to objectives.

The Cloak button is hardly an 'I win' button. You can still take damage, and performing any defensive action terminates the cloak. Right now, the cloak does exactly what it is supposed to do, give the player time to reposition, and set-up a shot. And if you miss that shot, you are basically screwed, or at the very least, your time has been wasted.
Right now, the Cloak is pretty much the only ability whose usefulness relies on the player's skill. You actually have to make the shot, and if you can't, the cloak is next to useless.
Compare this to the 'homing-blasts' of the Adepts and Engineers, who with the press the button send a homing space-magic missle at the enemy, or the 'Insta-Buff' button of the Krogan, Sentinel, and Soldier.

Essentially the most screwed up bit is the weapon weight vs effectiveness dynamic and how it relates to cooldowns. When you make the lightest weapon class the best it makes "casters" a little too powerful. And that is also part of why Human Soldier is pretty poor. The pistol class should not be the best at anything except being light. It should be decent. But NOT the best at any range. If you want the best you should have a different weapon class that weighs more.
Again, there are a few powers that could be tweaked. Stasis, Tech Armor, Adrenaline Rush... perhaps Soldier's passive. Overload.
This would make the game BETTER... there should be a role for every class and every weapon type.

-I think stasis should slow targets through thier defense but 90% is too much 50% is good.
-Agreed with the scope, they can add a full auto upgrade that increases RoF but decreases accuracy.
-I think cloak is fine but if you what to change something i think Human infiltrator can be looked at. IMO sticky grenades dont synergize with the class like prox mines do on the salarian. Sabotage instead of Sticky Grenade would be an excellent change.

i think,however, it will slow down a great deal now...as it seems the community has shrunk a little since the release of the EC. maybe it will rectified with the next MP dlc
