I was derping around the site while my newly bought game installed and noticed the projects section which is, as far as I can tell, user made mods and addons and stuff that's gathered here and downloadable free of charge. Let me start by saying that the concept of that is awesome as hell in and of itself.
Now on to the question. I noticed that some of the projects have the download link greyed out, why is that?
At first I thought it could be something about having to flip on an option allowing you to view mature content (the first one I noticed it with was Sappo's Daugthers, which I believe includes some nudity along the way), but then I noticed what seemed to be a mature mod without having it greyed out and a mod that seemed innocent with the link greyed out, which left me confused.

My best guess is that the download is no longer available, for one reason or another. If you're interested in getting user made mods, check out the Nexus site: http://dragonage.nexusmods.com/

Can you create projects on this site anymore? As I don't seem to have the option of starting one...

It could also be a project that wasn't completed. You can follow projects and see what progress is being made on them. Many will never reach completion (including, alas!, my own). A few really promising ones are still on track.

From what I have seen, these projects that have the download option greyed out, means there are no files to download. View the project your interested in to see the activity, from this you would be able to see if its still in the making or been dead for a while. As I hear it a lot of the mods die out for one reason or another, As Janni said, you can check the nexus site for other mods or download the toolset, play around with that for a while and make a few of your own, there is a wiki for the toolset, I used that to help me get started if your interested.

ummm... why dont you try out the Dragon Age Nexus site which basically contains all mods for DAO?

Yes, the dragon age nexus site is the place to look for mods.
I'd recommend though playing your first playrhough without mods, just to see how the game was as was intended by the developers. Or maybe just add cosmetic mods, things like more hairstyles for character creation.
