1) A manual isn't going to affect pirating one bit.
2) Waiting for it to be on the shelves kinda defeats the purpose.

Edit: a 23/24-page manual for a game like DAO? ... Sigh ... where have all the good times gone when RPGs like BG had manuals almost the size of telephone books?

Look again, that's pdf pages, there are two manual pages per pdf page...
The manual is 34 pages....41 with all the end credits and back matter.

As for the manual being within the game box itself, I do think these days are over. Today, it is the WIKI we go to for the things such as history, background, lore and other sych things. However, I do think that it would have been to have included the Strategy Guide in the Collector's Edition - (although I believe there's a few tips in CE version of Dragon Age: Origins?) - just like CD RED Project did with the Enhanced Edition of The Witcher.
