All you need to do is just go out the shop and come back in.

i did, have number of times, he keeps sayin "I barely even started" (or soemthing like that)

You shouln'd have unless the game glitched or if you have a mod. The dragon(not drake....there's a difference there) scale armor is done instantly. You need to go to the city/world map travel somewhere and go right back to Denerim to pick it up. The leave the store and go back in doesn't work for the first set in my game only for the second set.
