I was going with EDI, because of the hair and face looking alike, but that body definitely isn't robotic. How the hell would that happen?

The face doesn't match with Tricia's, while EDIDroid's does. Probably isn't a 'bot, as we haven't seen any Terminator-Disguise-esque ones in the series yet.

Actually we have, if you'll notice the concept art, while the outfit or face might not match Tracia's the design matches the EDIdroids or what have you that Cerberus uses.
