POSSIBLE SPOILERS:

It's EDI. She was designed by Cerberus (the body at least) therefore she has similar clothing to Miranda. Hair is a spot on, plus read the text from the concept page. It says they had to make her look as human as possible, so she wouldn't stand out as a robot. Shepard has a fight with her. After that they use the body for EDI. Just because she has black hair and the same clothing style doesn't mean she's Oriana (why on Earth would Oriana want to wear clothes similar to Miranda's? She's not with Cerberus.).
