Where in South America are you? I'm from Argentina and usually in my city the games take about 10 to 15 days to arrive after launch day (US).
Either way, I will get it from the PSN on release date using my US account, you can get it in time and cheaper (if you live in Argentina at least) if you don't mind owning a digital copy.

Depends, if you're talking retail, not for a long time. HOWEVER, as stated above, you should get it from the PSN on release date.
