You may be able to get it if you get it brand new. At least for some games you can.  

Nope. You had to order it online and it was a limited time offer. None of the physical stores had it and the online store took it off as soon as the time ran out.

You can still get it from Razer if you order on of the ME3 themed devices. Bit more expensive than the art book though.

I went to EA support and had a chat with one of the support people and very nearly got the ME2 Collector armor and rifle added to my account because the support person didn't know about the Barnes and Noble DLC. :s

It appears that the offer wasn't heavily publicized.

The rifle should unlock once you register the game...

Awesome, so I found it down there in "Registered Products" but there's not entry for it in the "Game", "Platform", or "Download" columns. It just says "Dark Horse Art Book Pre-Orders". As I'm playing the game now, does anyone know how to get the Rifle -in- the game? (I've received no in-game emails about it although I got plenty of mail about my KoAR demo items, game pre-order items, and Collectors Edition items...)

A-ha, issue resolved. Evidently the Collector Rilfe is a 'multiplayer-only' item, and I am an idiot. No idea how I missed that, thanks anyway.
