A true journalist does not accept anything and instead uses his own money to rate the game because he/she puts himself in the position of a consumer and if he says this game is not worth $60 then people won't buy it because they know he/she spent $60.
And if he already panned the game for DLC and ethics, doesn't the fact that he nonetheless considered it good enough to praise it actually reinforce the idea that he's telling the truth? Because you're arguing that the fact that he has a built in bias against the game means his postive review of the game is less reliable, when it probably means its more reliable.
As to your second point, even if they're not paying for the game, I think people have a decent idea of what $60 is worth - and besides, any major title costs pretty much the same.
Again: IGN didn't exactly give stellar reviews to Dante's Inferno, Army of Two, or the console versions of Mirror's Edge. And if you want to say they're "bad", fine, but IGN's score reflected both the critic average and user average on metacritic in all of those cases (they were a bit on the high side for Army of Two, a bit on the low side on Mirror's Edge, and right on target on Dante's Inferno).
