Now that I've played some of ME3 this seems to be easily accomplished. It's easy to just be friends with Steve instead of romancing him

Yup.
Hence the "don't worry, you have to flirt with the male love interest first" arguments were incorrect assumptions.

Cortez is fine. As far as I can see it's easy to keep the relationship platonic without having to turn him down. Kaidan's relationship, however, was annoying . . .

I got to the part where you meet for lunch/dinner  or w/e on the Citadel and seemingly out of nowhere he propositioned me. Up until that point there were no real indications of romance, and then all of a sudden I'm hit with an option to either accept him - which I don't want to do because I'm involved with Liara (even saved myself for her in ME2), and, frankly,  I'm just not interested - or I have to shut him down and end up feeling bad about it.

I only wish there was a third option that just allowed you to avoid the subject without having to turn him down or accept his proposal, since neither of them feel satisfying.
