Taking North Korea as an example, both NK civilians and Batarian civilians have been indoctrinated by the government since forever. They have no rights and are constantly fed propoganda. Killing them is actually doing them a favor.

But North Koreans are seriously in a dire situation and do not have the ability to stage a revolution
The laws are incredibly strict, the public are bribed to rat out dissidents and those caught are in jail
They actualy have a hotel/prison where the families of political prisoners can meet them
So ya. Batarian Hegemony = North Korea. In both cases I would gladly take part in and support a revolution (though in reality that can always backfire) but the government/military is the real enemy. That commander they caught? He's probably resposnible for many war crimes. Kill him and quartine the rest (Indoctrination prevention)
