What order and where should I complete the DLC content.

Just started playing ME2, and I'm preparing for ME3. I'm going to be disappointed when ME3 comes out because I'm way too far behind in ME2 to catch up. The question is when and where in the game should I complete the DLC content like Overlord, Lair of the Shadow Broker, and Arrival? Also, from what I heard Arrival seems to play an important part in ME3, so I'm assuming I might do it before the final or post game; if there is a post game in ME2.

In principle, it doesn't really matter.
However, there are a few things to consider (very light spoilers ahead, obviously):
1. If you play paragon, Overlord and Lotsb make most sense (at leat to me) before the Suicude Mission (SM)
2. Although triggered after Horizon and with a sense of Urgency during the briefing, Arrival makes most sense after the SM. In fact, since it bridges the storyline into ME3, it is probably best to play it as the last content of the game.
3. Liaras Dialogue after LotSB changes with respect to when you play it. I personally like to do the mission right before finishing the main storyline (because at that point I still have ties to cerberus who give me the intel on the SB) but I wait to invite Liara to the Normandy after the SM (since it then, that you have some time).
4. Be aware that between the Reaper IFF mission and the SM, you only have a limited number of missions available if you want to save the Normandy's crew (refer to the stickied SM guide thread for details) so it's better not to plan DLC misions between thos missions if that is a concern for you.

In my opinion, Arrival is best if played after the suicide mission, perhaps as the very last mission you ever play (if you keep playing after the SM).

I felt that LotSB was geared for being played after the SM as well (Liara becoming the Shadow Broker is kind of a big deal), but playing it before does make things make a little more sense (like how Shepard got the intel if s/he cut ties with Cerberus at the SM), plus you get the benefits of the Shadow Broker base (free stuff, respeccing everyone's builds, etc.).

Overlord can be played whenever you like. Again, before the SM makes more sense from the perspective of where you get the intel from. I don't see much of a reason why it would "have" to be after the SM, either, so you might as well play it earlier.

So to sum up, I would play Overlord before the SM, LotSB just before the SM (not after the IFF mission, maybe just before it), and Arrival as one of the very last things after the SM.

I always do DLC's in this order:

Overlord<Suicide Mission<LotSB<Arrival<Normandy's Crash Site

I always do Overlord and the Normandy crash site before the Suicide Mission. Lair of the Shadow Broker and Arrival post Suicide Mission. Overlord has some dialog that doesn't make sense if you told TIM to stick it post Suicide Mission. I use the Normandy Crash site as a roleplaying trigger for my fem Shep to pursue a romance with Garrus. And I like the dialog with Liara in Lair of the Shadow Broker post Suicide Mission. Arrival is a bridge between ME2 and ME3 so it gets played last.
