Situation:
1. I have a crappy PC which can run ME3 on low settings
2. I'm buying a new one probably 1 month after the game is released

If I install it when it arrives, can I install it again on the new PC? Does Origin "remember" all the games you buy, or should I just wait?

Yeah, you'll be fine. The only limit I think is that you need Origin installed and you can only install it so many times per 24 hours.
