 is insanity mode easier when you start from scratch or import from eariler me2 save and whats the best class for insane

Start from scratch. Enemies scale to your level, so if you start from scratch they'll be somewhat easier. Toward the end of the game this doesn't matter much, but at the beginning, it does.

Easiest class would likely be soldier or infiltrator; Adrenaline Rush and Tactical Cloak are the big powers respectively. I can't offer Soldier advice, never having played that class much, but for Infiltrator, the thing to do is get the Widow, use Warp Ammo, and use the cloak, and you can single-shot most enemies if you get a headshot. Definitely makes things easier!

Vanguards are probably the hardest class on Insanity. Try Soldier, Infiltrator or Sentinel on your first Insanity playthrough.

Yeah, Vanguards aren't easy, they require a bit of a learning curve, and you are going to die A LOT before you get good with that playstyle if you haven't tried it before. Any class on insanity is fairly easy once you learn how to play them, but I agree that Soldier, Sentinel and Infiltrator probably have the easiest learning curve.

If you just want the absolute easiest class and don't want to bother with strategy or squadmates, I would go with a soldier. Just spam Adrenaline Rush and use the Mattock, pulling the trigger as fast as you possibly can while AR is active. It does so much damage it feels like cheating.

Yes, vanguard is extremely hard on insanity in ME2. I just finished a playthrough of that last night, actually, so it's not impossible, just you WILL die a lot and you WILL have to learn to think tactically, a whole lot more than when using other classes or on other difficulty levels. You'll also have to get used to the idea of taking Miranda everywhere. :D
