Yeah I think if you want to 'blame' anyone for Mass Effect 3's ending, that 'blame' rests solely with Bioware, not with EA. The ending means they can't make Mass Effect 4, or any books/comics/games set after 2186 without drastic changes. And as games set before 2186 are limited by existing canon, this really cuts down on the amount of money EA can make from the franchise in the long run, so I'm pretty sure EA would've preferred a happy ending.
