I just downloaded Deluxe edition. I can't seem to find the comic book or art book. Anyone know where these files should be? I checked under extras and I only see wallpapers.

Not available yet. Click "i" button on a ME3 button in Origin library. So far only dlc stuff is available to download. Soundtrack and Art book will be available for download at later date. ( March 5 for me)
