Zaeed is working for Cerberus to keep control of Omega after Cerberus tossed Aria out.
His involvement is basically as Cerberus defectors and to help undermine Cerberus on Omega.
Don't know too much beyond that, and this is all hearsay.

From what I've read, you have to convince him to join your cause, otherwise you have to kill him.
