No matter what i do i can never get Jack and Miranda to reconcile in Mass Effect 2. I have tried everything, from importing a mass effect 1 character for the subsequent paragon boost to playing on different consoles. I even had my friend who has played mass effect 2 over 20 times detail an order of which i should approach all the missions for my playthrough. When that didn't work he played through the entire game on my account on HIS XBOX and guess what? Just Guess. The Miranda/jack fight still has both the paragon and renegade options grayed out. I have also played with different game discs, a played as both male and female shepard and i played all but one of the classes and no matter what i do the dialogue option isn't available. I even played the game such that when the eventual jack/miranda fight occured, I was ready and maxed out my paragon, but even that didn't work. Please help for I remain perpetually befuddled.

Maxing out a paragon/renegade bar does not guarantee you that the corresponding option will be available to you; in fact the bars can be misleading. To be safe you have to play either a pure Paragon or pure Renegade. Unlike ME you can't mix and match your decisions in ME2 (something I personally miss).

I have tried that. I maximized every paragon option that was available from the start of the game to the eventual fight.

If what you state is true, that you maximized all Paragon options (though nitpicky-wise it could still be suggested that Renegade options could still be taken) and you get no joy then it starts to sound like a bug (though it's the first I've heard of it).
The only other thing to try would be clearing the cache to see if that might help, though that might be a very slim chance.

try maxing out your class skill (that is the one at the bottom of the list or just above a skill learnt from a team mate). When you max that out you should get a choice of a 70% or 100% bonus to persuades (the only time I got the paragon persuade was by using this..the renegade version is easier)
