i went to place where i can recruit shale but i didnt talk with him first cause i goed to clear willhelm's cellar instead after it i came back to shale and talked to her and she sayd i should go and find survivors then i wnet to magical barrier and nothing happens what should i do or do i need to speak with shale twice and THEN go to barrier?

Try talking with someone behind the barrier.

Look for a "decades old letter" in front of a painting/banner on the platform next to the barrier, click on it, then you can intereact with the barrier.
