That's because he's voiced by Buzz Aldrin, not an actual actor. He's a former astronaut and the second person to walk on the moon, so it's kind of poetic in that regard. 

But yeah, it's weird to end the series with such terrible voice acting.

my only assumption is that the old man was telling the kid a story about how life was before their time and that the kid wanted to hear another story about shep that the old man had told him before...at least that's how I chose to interpret it

People fail to realise that ole grandpa and the kid do not signify a framed narrative. It's just a grandpa telling his grandson STORIES about Shepard. Not THE story.
