Whether she dodges or not I think also depends on how many times you hit her in the past.

There is a counter for not hitting her even once and for hitting her in the war assets list lol.

Also, she did get kicked by other races too.

yeah...the new club on the citadel. she is behind the bar dancing..and people are standing there looking in her direction...everytime ive seen it..i go "CAN I GET A DRINK PLEASE!"

No, you're not the only one. Punching her makes you a jerk *and* it's stupid because it only results in bad press. Some of my Shepard's may not be the friendliest people but none of them is stupid. Not when I have a choice about what I say and do, which isn't as often as I wish.
