 I had recently done Liara's mission for the system hacking, and just now I gave her the intel for the Shadow Broker and I'm on the mission right now. I realised I hadn't done the Observer mission yet, and it's impossible for me to do it now. Is there any way to change the Nyxeris thing, or do I have to restart my Shepard again to get it right?

It's a small rather unimportant sidequest. If you insist on comleting it, you'll have to restart your Shep.
But I'd not worry too much about it - it's really rather insignificant.
