Terminus DLC - Why was it never made available?

I know some people may consider it a small thing, but I think it's pretty crappy that the Terminus armor/Blackstorm DLC was never made available separately, for purchase or otherwise.  Mass Effect 2 was released over two years ago now, I think that's a reasonable lenth of time for a pre-order privaledge to have expired...

Before someone get's all uppity and says "you should have pre-ordered", I did pre-order, but apparently at the "wrong" store.  I pre-orderd the Digital Deluxe edition on Steam, and while the pre-order promo items from there and othe rstores have been made available for separate purchase the GameStop ones have not.   It really stinks that I, and what I can only assume is a majority of other fans, will never get to see all the content available for the game even if we wanted to pay for it.

What gives Bioware?  How to the artists that created the Terminus items feel about the fact that only a small percentage of the audience will ever get to experience their work?

It's because it was exclusive to EB Games/Gamestop, whereas the other pre-order bonus, the Inferno Armour, was not exclusive. They might have signed an agreement with EB so that Bioware couldn't later release it as DLC.

I understand that to make it meaningful as a pre-order bonus that couldn't put it up for sale like a month later or something like that.  However, it's been two years and it was made available as part of the PS3 version DLC pack.  Permanently denying content to your fanbase like that just seems daft and surely can't be what Bioware wants.

I remember when I bought it on ebay from some guy in america for like £6.76 (was like ten bucks for them) I now LOL at the prices to buy it online

Yah that weapon was a real game changer. I used the Blackstorm more than the Collector beam. It a damn good weapon and its a shame more of the fanbase can't use it.

I just hope I'm making the right choice with the CE, as it means no digital Pre-order Shotgun for me.
