Well, I don't know how much background work BioWare really did regarding indoctrination, but in real world several sources of signal get's bigger area. Amplyfying the signal may not work because of noice canceling effect.

Because she thinks its a mistake. Like the first contact war. Communication would have helped there. She dont want to communicat with them herself.. She want that somebody contacted them and maybe stop the invasion.
She don't know what we know.
