Is National Guard = System Alliance?
Maybe its still in use for them.

Navy, airforce, ground

all have different sets of ranks

a colonel in the army is roughly equal to a captain in the navy in today's world

They're the national guard of the United North American States, which is the US, Canada, and Mexico.

Earth is semi-united. We have The United North American States, the EU and the Chinese Republic or something but they have a united intergalactic army and law.
