Yea thats how the Cain works I think...
Its a railgun that shoots bricks of C4. But you still get the Mushroom cloud effect.

doesn't have to be nukes to make a mushroom cloud.
nukes are just far and away beyond the energy requirements to make one, so the 2 became heavily associated with one another.
