quantum entanglement communicator.
a cheaper version of what the normandy in ME2 used to communicate with the illusive man.

its a point to point communicator that uses 2 particles in an entangled state.
if one particle is altered the other will assume the direct opposite of that particle's state, regardless of the distance between the two particles (yes it can be lightyears)
it cannot be blocked or traced. however it has very limited bandwidth

Quantum Entanglement Communication, if you remember this is how Shepard would communicate with the Illusive man.  Basically a method of instantaneous communication over large distances.
