As far as "sense of urgency" goes, to me it seems more like this is liable to work against it.
Because by all accounts I've heard of this only applies to sidequests. So the big, important galaxy saving quests becomes effectively the lowest priority things in the game.

On the whole, I'm not a fan of timed missions. However, not having played yet I'm willing to give them the benefit of the doubt for now because:
1) There are often complaints that games which supposedly have a sense of urgency, don't in fact transmit that sense of urgency because the player can just wander around aimlessly for as long as they like before doing quests. Impending Reaper invasion is kind of urgent, so it makes sense for there to be a time limit of a sort.
2) It also depends on the mission. If it's 'go and get me a sandwich', then a timer is stupid and arbitrary and unnecessary. If it's 'my son is being held hostage, and they're going to kill him in 5 minutes' then a timer makes perfect sense.
