As far as anybody knows, probably not. Her last name is Williams, which implies at least some of her ancestors were English, but she's probably not entirely of Western European descent. It's never really explicitly said.

yeah i don't know, she kinda looks like it in ME3.. like a barbie doll... i just found out last night at the live release that ash is African American.. not what i expected. the voice is cute tho.
