I don't really see how "what passes for the quarian version of an ear" suggests its shape or form.
That description originates in a book where the Quarians are being described from a human character's point of view. For a human to mentally say, "what passes for the Quarian version of an ear," indicates that the Quarians didn't have ears like ours. An elf ear is just a longer version of a human ear.
