I've contacted EA support numerous times but they never offer anything even remotely useful. I even had one take 10 minutes to respond to my question with a "please restart Origin and try again" followed by a "contact your distributor for a refund".
In the past I've had to experiment with other methods (deleting temp log files for BF3 and downloading a certain patch for DA2) but I did finally find a fix that worked for ME3 and I hope it works for those of you still struggling as well.
There's a program called FlyVPN. Go to their website, download the client, set up the free trial and log in. It uses some free trial username and password that resets every 20 minutes, so just keep at it and you'll get in. Exit Origin and open Mass Effect 3 as an administrator. The release date check will pop up but it should run through fine. After that you can exit FlyVPN, open Origin, and play Mass Effect 3!

Edit: Tried deleting the offlinecache file like Origin support advised. Didn't do crap. It's 99% there! WHat the hell is in that 1% that is preventing me from downloading it???!!?

This afternoon when I get back from work, same thing starts happening. The game just won't launch when origin is open it seems. Launching the game with origin closed opens origin, auto logs me in, and proceeds to open fine.
Gotta love origin, such a pile.

For me at least it seems like it's passing the release check just not doing whatever it needs to do to make the exe unlock.
