The conclusion is, ME3 cannot handel the character face import due to specific coding issues.

It appears that during my ME2 run with the ONLY character that was shown with the importer, he didn't do the loyalty missions for Grunt or Mordin, but they survived the SM, and no sign of Thane or his kid, never even met Legion, did any of ME2's DLC, and Tali didn't survive.
This character was a really old file, So maybe Tali is questionable, but not doing Overlord or LotSB?
And why doesn't it ask if we want to specify a save device for the importer on the 360? I've got some saves on USB and memory units that I would love to use.

"This is not the solution your looknig for"
This thread was about the Importer not detecting saves, not about Faces having to be re-done.
A quick, "We're looking into this" by a Blue would be much appreciated. Not being able to import our saves is rather Single-Player breaking for some of us.

Does anyone know if this issue is being addressed? All the other articles I read said that it doesn't load cloud saves, but my save was copied from a memory stick....I wish we could have known about this problem before buying the game.
Have you attempted the method that I have suggested?
I want to be sure I read the right post....Unfortunately I don't have my copy of ME2 anymore.

Very displeased about all this. Since I can't play the single player, I am increasing Galaxy War Readiness via the multiplayer, so at least I will have a better outcome when I do the campaign.

Did you confirm that your Mass Effect 2 save games are still on your console and that they are still accessible by Mass Effect 2?

Yes, and I don't have ME2 any more to redo the final mission.

If you no longer possess a copy of Mass Effect 2 and you do not attempt to even temporarily acquire a copy, then you cannot reasonably claim to know your problem to be a technical fault with the game, because you cannot verify the continued existence of a viable save file. While the problem may be a technical problem with the game itself, the problem could also be caused by a console error rendering the save file corrupted or otherwise inaccessible, or by a human error such as accidental deletion of the file.
Without attempting to load the save in Mass Effect 2, you cannot claim to know for certain which is the case.

Remember guys, it's not BioWares fault they screwed up the importer. It's yours.

Mass Effect 3 suffers from numerous documented technical problems. The inability to properly import a face created in Mass Effect is one such problem. An inability to import save games from the "cloud" on the XBox 360 version of the game is another such problem. However, when a player cannot even verify the existence of a viable, post-suicide mission save from Mass Effect 2, assigning blame to BioWare for their inability to import any save game into Mass Effect 3 is premature at best.

accept that ea says its a problem so there is obviously a problem with the character import function and the cloud save feature as well someone screwed up, so they need to fix it

If you are unable to load your saves in Mass Effect 2 then the problem is with your saved games and not with the Mass Effect 3 importer. Nothing that BioWare can do will allow you to import a save that will not load in Mass Effect 2 into Mass Effect 3.
"Mass Effect 2 Importer" contains data from an imported Mass Effect 1 character. it is not used for importing into Mass Effect 3. Your save games are under "Mass Effect 2", which should be listed just above "Mass Effect 2 Importer". When viewing stored data, selecting the "Mass Effect 2" item will give a list of all saved Mass Effect 2 content, including your careers.
Your saved characters should be listed in the form of
<Name> - <class> - <Date of creation>
The maximum size of any of these items should be 3MB, though they may be smaller. Are you able to locate any of these items?
