I played the ME3 demo with no lag at all, with only a slight stutter at the opening cutscene. I showed off the my girlfriend me loading ME2 and skyrim (with tex mods)  at once when I got my laptop upgrade, there was no lag, just a hot laptop.
Now in the Mass Effect 3 (digital deluxe pc version) the lag is so unbearable and actually sometimes freezes and crashes. I've lowered the settings all the way with no difference at all. There's no memory leak that I can see, and like I said the demo was 99% lag free at (near perfect settings minus having only 2x anisotropic filtering).
My specs aren't a problem (though nvida's video check said I couldn't play skyrim however it plays that fine for hours on end)

intel i5 (weak I know but still)
Win 7 64x
8gb Ram
my video card wont show in dxdiag (oddly enough) but I believe it's geforce gtx 560x

Im having a similar issue, The game hang's every minute or so. Doesn't seem like a consistent interval usually when something big happens. The scripted jumps over gaps, beginnings of cutscenes, etc.

Computer is a bit dated but by no means incapable. I mean Saints Row 3 runs beautifully maxed right the hell out.

Close game

Go to Origin settings

Click " IN GAME " tab

Make sure "enable origin in game" is DISABLED.

Solved some of the issues, but there still seems to be some chop related to the motion blur.

I tried that but still nothing but unbearable lag. I can't even play multiplayer. I played all the time in the demo, had a kick ass Infiltrator too...
I have all settings minimized, I'm even trying to bear 800x600 res -____-,
No motion blur, cinematic lights down to 1, dynamic shadows off, all down...

Yeah, I disabled the motion blur turned everything down. The campaign is playable...ish... thats the best I can say.

There must be something I can do, I can't play like this, I have to turn down difficulty all the way just so I don't die while trying to line up a shot. Interestingly enough, all lag goes away when I zoom in with a sniper and I'm not playing as an infiltrator.

*edit*- I'm going to try on another computer, on my girlfriend's gamer paladin (yes my girlfriend has a much better gaming rig then I do and yet she only plays minecraft -__-) it's much more powerful and only 2 weeks old. I'm going to see if it works on that.

I was having the same issue but fixed it. Go to ME3 Config and set the game to windowed mode. The lag disappears even with max settings back on.

That actually helped, but only slight, I still can't manage enough to do the Eden Prime mission. I could play though on my girlfriend's computer (that damn thing is a beast, the fans didn't even turn on for max settings...) So I'll have to stick with that. Thanks for the advice though, I appreciate it.

disabling origin + windowed mode solved the issue. Can play multiplayer without glitches on max settings(on not that new comp ) now.

click the gear icon in origin and click settings
one of the tabs would say in-game
and just uncheck the first box that says enable origin in game
