Anyone that purchased their copy via Origin online can easily rectify their Pre-Order bonus problem by using Origin's Live Chat function.
Instructions:
Click on the ? Icon to the left of your Origin ID in the Origin window.
Wait for a customer service tech to answer your call.
Clearly explain your problem
"I pre-ordered the Digital Deluxe Edition of Mass Effect 3 through Origin and did not receive valid unlock codes the the pre-order bonuses promised. These include the Raider, Argus and N7 Warfare packs."
The tech will require the following information:
Your Order Number
Your Name and Telephone Number
Information regarding any other downloadable content you received that worked properly., i.e. From Ashes, Collector's Edition Material, etc.
It took my tech about 10 minutes to generate the codes, but he was quite helpful, and it was more productive than posting on the forums. That said, I do not know if the techs are empowered to generate unlock codes for those of you who ordered through brick and mortar retailers (Gamestop, EB, etc).

Yes, I do hope so. Anything else would be bad for BioWares' reputation.
Customers were promised a preorder DLC for preordering. And I still have that email from www.thehut.com as proof of legitimation. I don't know where the problem is in telling us where and how we can solve this issue.

I have chatted with EA support, and the reason why my preorder code isn't working is that someone else used this code. Very disappointing. But they gave my that email to which the code is now bound. The most possible reason for us is that there are people around who illegitimately misuse our codes (by key generators or other means). There should be an option (especially if you have proof) to unbind these codes or give us new. Poor customer support so far...

Update: Well, it's going on 12 days now? And still I've yet to receive codes for any retail bonus items. Finally jumped on the proverbial bandwagon and got in touch with a game adviser through a chat client.

Still nothing. I received my copy on the first day and beat it within two weeks. Called EA, EB/Gamestop, and was contacted in-game by a Bioware rep. No result.
Ending was rubbish by the way and this whole preorder fiasco isn't helping. What a massive disappointment.
