And my download is stuck at 99% after seven separate attempts to download it. Are EAs servers being overloaded with the downloads, or something?

99% means it is installing it onto your PC and authenticating it. It is probably something on your end, like not enough disc space.

I have 132 gigs free after downloading it. I know space isn't the issue. I have tried:
Running Origin as an administrator
Running Origin in compatibility mode
Reinstalling Origin
Deleting the Temp folder on my Windows drive
Deleting the OfflineCache file
Canceling the ME3 download and retrying it

NOTHING has worked.

Oh, and I have talked to seven separate Origin support people. None has been able to offer a helpful solution.

I know it sounds stupid but have you restarted the computer? You didnt mention if you did or not.
